It seems to be a bug in the 'connection checker' which determines if there is an internet connection or not. The Browser is the only app that ignores this status as it needs to be used for captive hotspot authentication. I might see if I can hack the connection checker, its possible to redirect it to a local web server on the phone. This will most likely cause other issues but will check whether other apps can access through proxy or not.
